How to unlock vore predator

It's been a while since I played so I'm not sure if it's been changed or if I've just forgotten, but how do you unlock vore predator perk?

You can either find the Inner Predator outside event and use the vial or it gets unlocked as a selectable feat after completing the Hospital quest line.
A big monster like that on such a pointed roof... You may ask 'how does it stay up there, if it's so difficult?'
