I bought a collar at the store in the mall but how do I give it to Korvin?

Just talk to him when he is your active pet I think, that or fuck him while he is active.

Yeah I can't figure this one out either. Is there some path I'm supposed to trigger? Despite all of the updates to him, I don't think I've seen anything from him other than the first two sex scenes added to him.

Korvin has a number of scenes that come up and specify your relationship with him. After a few fights with him as active pet, he will have something to say about that, if you do not use him as active pet for a while he will get bored, if you go into the bunker he might leave crumbs of food in your bed, ...

All of the scenes have a certain probability of coming up, so don't expect them all at once.

Not at the moment, no. You have the choice of a subby pet with the pink collar, or a guy that respects you and looks halfway eye to eye if he has the black collar on (but still is obedient).
