I have the boat from the Pirate Treasure quest and have found the Snared Vixen event, but now how do I get to the bouncy castle? Trying to go to the coral ring has it behave as if I don't have the boat, assuming that's even where the bouncy castle is.

Check the nav locations.

If you have the boat or gills, you can access the bouncy castle via navigating from the Beach Plaza nav point. It should show up right next to beach plaza. This is of course if you have gotten the Snared Vixen event and it hasn't given the 'you're too late' flavor.
