Strange Serpent Event

I am trying to get the Touched By Madness feat but need to find this event first because I am not in the forgotten or hard game mode. Anyone know where it is?

It's in the Sewer. Go to the Mall food court, then go east to the Sewer entrance- you can Hunt the event from there.
A big monster like that on such a pointed roof... You may ask 'how does it stay up there, if it's so difficult?'
