download installer problem

ive recently been unable to download the installer MSI package. Tried running it, saving to computer then running it; but both times it says it cannot read from source file there are at least msi files on my computer and none work. i've recently applied new updates to my broswer(IE Explorer)could this be the problem as the msi file it it tries to find is in the temp internet files

it says its stuck at removing application. ive tired uninstalling my currrent build and installing fresh but that didn't work either
